Can i remove and re-torque cylinder head bolts on a newly rebuilt engine?

i have just did the cylinder head on an m43 BMW 318ci engine.
just installed the cylinder head and stupidly tightened the cylinder head bolts down with a power bar and not a torque wrench.(they were not tightened enough to damage the head or strip the block thread).
the car has been fired for a period of about 1 minute and the engine didnt reach operating temp or anywhere near it(because i was wo\nrried about the bolts not being tightened properly i shut the engine down).
i was wondering if i could remove the cylinder head bolts in order and re-torque them to their specified torque settings without damaging anything or upsetting the cylinder head positioning/sealing too much ?

also the torque settings on the packet for the head gasket say
30nm
90º
90º
what does this mean and how can i apply these settings ?

The back right tire on my 96 BuicK Regal sounds like its rubbing against something. What's wrong?

My boyfriend had a wreck about a month ago or so. Someone hit him on the right side and totaled the back passengers door. About a week ago, the back tired started to make a noise. We hear it mostly when we're riding slowly. He's been riding it to work but the noise is getting louder. It sounds like its rubbing up against something? What could be the problem?.
