if it clicks well most of the time is a battery problem bad connection or battery corrosion if battery is nice and tight and no corrosion that means the starter is defected it happens no one is perfect . good luck

If it's the original engine, the RS is a throttle-body LO3 305 rated at around 165hp. You might take the civic off the line initially but after that… it is what it is. I'm saying Civic.

Possibly ignition switch. Also, later Hondas, I'm more familiar with '90 and newer, have a relay. Some inside the right kick panel, others on the left.
